Teacher Certification

The ROE serves as a liaison between Illinois State Board of Education certification evaluators, applicants, and personnel departments of the school districts within the Boone-Winnebago region.

Illinois State Law requires all educators to hold certificates and meet all qualifications in administrative and instructional areas. Educators register and renew their certificates in our office.

General Educational Development

The ROE administers the GED tests and issues the Illinois State High School Equivalency Certificate. Applicants must be 17 years of age or older, a resident of the state, and show proof of eligibility. Click here for complete information on GED.

Truancy

The Illinois School Code states that children between the ages of 7 and 16 must attend school. The Regional Superintendent is the Truant Officer for the Boone/Winnebago Region, and office personnel work with the schools and other agencies to help the parents resolve issues related to truancy in order to avoid having to appear to Court. However, if that route is not successful, the Regional office represents the truant student/family in Court to determine another plan to solve the truancy problem.

Work Permits

The Illinois Child Labor Law requires employers to secure and keep on file Employment Certificates (work permits) for children under 16 years of age. The Regional Superintendent acts as an issuing officer for the Department of Labor. The permits are issued after: the issuing officer is satisfied that the employment will serve the best interest of the minor; upon application in person of the minor desiring employment accompanied by the parent, guardian, or custodian of the minor; and after the other requirements of the Law have been met. (Sec. 12, IL Child Labor Law).

Health/Life Safety Inspections

Each of the 102 public school and school-related buildings in the Boone-Winnebago region are inspected annually to assure compliance with the Health/Life Safety Code. As required by law, a record of the annual inspection is sent to the president of the school board and a summary is filed annually with the State Board of Education.

Every 10 years, each public building must be resurveyed for continued compliance by an architect or engineer licensed in the State of Illinois. The Safety Survey Report lists any items necessary to bring the building into full and continual compliance. Funding for life/safety work may be accessed by amendment with the approval of the local school board, the Regional Superintendent, and the State Superintendent of Schools. Upon completion and inspection by a licensed architect or engineer, the building is awarded a certificate of compliance.

The Regional Office of Education, through the Regional Superintendent, issues all demolition permits, contruction permits, permits for repairs over $20,000 and occupancy permits for public schools in the Boone-Winnebago region. Records of all amendments and construction information are kept on file in the ROE.

Regional Spelling Bee

The ROE coordinates the annual Regional Spelling Bee. Participants who have advanced from school-level competitions compete for medals, with the top three regional winners receiving U.S. Savings bonds and trophies.

The Teacher Resource Center offers educators access to specialized equipment they may not have in their schools, including:

    • Die-cuts - letters and shapes (no charge - bring your own construction paper)
    • Laminating cost $.10 per inch/$1.20 per foot

Home Schooling Registration Forms

Information on Parent-Taught Home Instruction is available from the Regional Office of Education. This information outlines the rights and responsibilities of a parent under Illinois law. Illinois court decisions have established that a parent may teach his/her own child/children in their home provided that the child's educational program satisfies the requirements as set forth in the Illinois School Code.
